Revanth Reddy:CM speach in assembly that is ..*Introduced the Bhu Bharati bill in the assembly aiming to protect the rights of every eligible landowner . Government wanted to introduce the new act through deliberations to benefit the entire farming community. The opposition party obstructed the debate on the bill with arrogance and ego.The opposition tried to provoke us to lose patience and divert the discussion . Speaker did not give them an opportunity. Gratefulness for providing opportunity for debate even though the opposition lost the patience and left the house. Leaders like Ravi Narayana Reddy, Arutla Kamaladevi, Arutla Ramchandra Reddy, Mallu Swarajyam, Bheem Reddy Narasimha Reddy and Chakali Ailamma fought for the farmers rights on the lands. They considered the land as self-respect and a right. The leaders considered land as their right and waged a peasant’s armed struggle. They succeeded in protecting the lands.
Since then, all the struggles revolved around the lands. The reason for the abolition of the Patwari and Patel system is that some forces hold the power on lands .Governments brought laws to protect the rights of the land owners. Indira Gandhi gave assigned land pattas to the landless poor and upheld the self-respect of the poor. The rights of the real landowners should be protected. Otherwise, uneducated people will lose rights on their lands.
Considering all these issues, governments amended the laws to benefit the people as much as possible. Former CM KCR made a statement in the Assembly that he put all energies to bringing a new law. KCR did not invent the Dharani portal on his own. It was handed over to the IL&FS company in Odisha in the name of e-Dharani in 2010. CAG found fault with giving the e-Dharani portal to a company that lacked experience and expertise in 2014.It is my responsibility to explain why KCR imposed such an arbitrary law- Dharani on Telangana people .
Gade Sridhar’s e-centric and wissen infotech jointly won the contract along with IL&FS in 2018 . There is a policy to ban companies with criminal backgrounds from attending the tendering process. But , KCR did not do that. All kinds of responsibilities related to land registrations are handed over to that company. After that, Terrasis, a subsidiary of IL&FS, won the Dharani contract.99 percent of the shares in Terraces were purchased by a Philippine-based company – Falcon SG in two phases in 2021. The remaining one percent share was purchased by KTR’s friend Gade Sridhar Raju who became the CEO of Terraces.
100 percent shares in Falcon SG (Philippines) were purchased by a Singapore-based company – Falcon Investments (Singapore). Five companies bought 100 percent shares in this Singapore-based company. Sparrow investments, GW sky, HILL brooks investments, PARADIGME INNOVATIONS, Quantela INC , Falcon investments (Singapore).
Again, 100 percent of the shares of a company called Sparrow investments went into the hands of a company – gateway fund -2. The company’s roots are found in Caymans island, which is known as a haven for tax evasion and financial crimes. Another company out of the five, HILL brooks investments, also has its roots in the British Virgin Islands, which is also considered a haven for tax evasion and financial crimes. None of the companies running the Dharani portal are from this country.The land details of Telangana farmers have been placed in the hands of outside people. The land data should have been protected by the Revenue Department . But the data has been placed in the hands of private individuals under the guise of a digital portal. Handed over the complete data of the farm lands to the companies involved in financial crimes in other countries.
One should think about how serious a crime this is. The KCR government betrayed and cheated the people by handing over the complete information to foreign companies. Telangana people should think seriously about the kind of investigation that should be done into the entire episode .MCHRD is equipped with modern technology. The Telangana state is in an advanced stage to provide technology to other states but the previous government handed over the land records details to foreign companies.
Could not understand when KCR was swaying with anger. The names of the owners of many acres of Bhoodan lands and private lands have changed in the Dharani. According to clause 9.20 of the agreement, government permission should be taken to change the name of the owner. As mentioned in clause 9.20.4, the work should be done in the government office. The work should be done from the CCLA office of the Revenue Department.
In the case of Dharani, the work was taken up not in Telangana , Vijayawada, Bangalore but from the northeastern states. The details were handed over to companies and foreigners, who do not exist in this state and in the country, and committed financial crimes. We should think about how severe the punishment needs to be taken.The laws clearly explained that information that should be kept confidential should not be given to anyone without the knowledge of that person. But KCR and KTR handed over this information to people of other countries. How serious a crime is this..?
The government held many meetings to move forward with a clear policy and introduced the Bhu Bharati Act . Registrations that should have been done during the day during the dharna were also done at midnight. Is there a system in any state to do registrations at midnight..?Efforts are made to prevent the discussion today that the KCR government’s misdeeds will come to light in the house.Even though Union Minister Kishan Reddy complained, the Timmapur Bhoodan lands were transferred in the names of private individuals without any consideration. Soon after coming to power, my government registered cases.
Thousands of acres of land were transferred in Ranga Reddy, Sangareddy, Siddipet, Medak districts and other areas. The organization was given the power to freely change the land rights to any name from anywhere. The opposition should have questioned us if the Dharani is a good portal to preserve land records. KCR should have explained about Dharani if he possessed the knowledge of 80,000 books in detail?
The opposition tried to prevent the debate in the assembly . However, they failed and left the house .Gave appointment to the representative of the Car racing company. Came to know about the issue from the officials after meeting the representatives of the racing company. Did not talk much on the issue since the ACB was investigating and the arguments are taking place in the court to ensure no bias in the probe. I will disclose all the details which happened from December 2023 to 2024.
This car race issue has been under discussion for a year. Has it ever been discussed in the four sessions of the Assembly? The opposition has been demanding a debate on the issue since yesterday. Why are they so arrogant? Why only when there is a discussion about the Dharani, which has not been necessary for a year?The opposition tried not to have a discussion with a conspiracy mindset. We are ready for debate on Formula E Race anywhere including their party office.Is Rs 55 crores a small amount? Hence , we did not agree to lose Rs 600 crores on racing. It is wondering if the opposition is questioning celebrating parties after they were caught with drugs. What tradition are we following?
Government will not tolerate the BRS behavior in the house. The opposition transferred money from HMDA and sold out Outer Ring Road and now creating nuisance when the government initiated action.The Speaker should crack a whip. We understand Harish Rao’s condition in the party. If harish did not fight in the house, he would be whipped at home. You should take some whippings for the people. There is no need to show so much faith in his uncle ( KCR) .Bhu Bharati-2024 act will protect the land rights of the poor.*
